Do you find yourself shaking your head at the large number of abandoned shopping carts lining our west valley streets? It’s mind boggling how these move about and are thoughtlessly discarded in our neighborhoods. If you come across one, two, or more, please report them to myLA311 website or through the myLA311 App.
I wish the West SFV can be like Glendale. The City of Glendale has their own rules when it comes to shopping carts. Click here to read their website. It’s very clear they want their neighborhoods cart free.
The Glendale Municipal Code requires merchants with shopping carts to contain/control them on their properties.
- Stores must install/implement an effective shopping cart containment system or control method. No more than five (5) carts per day may be removed for the method to be considered effective;
- Stores must post signs informing customers that removal of shopping carts is a crime;
- Stores must maintain a shopping cart retrieval service at all times;
- In the event a cart has been abandoned and is abated by City staff, there is a $92 abatement fee per cart, if the owner chooses to retrieve it.

The City of West Hollywood has an “Abandoned Shopping Cart Hotline” published on their website, further showing they care about the way their community looks.
Here in Los Angeles, there is controversy with clearing abandoned shopping carts. If the carts aren’t empty, and are filled with what could be a person’s belongings, the carts will not be picked up in the same way I outline for you in this post.

Reporting is simple and takes only a few minutes. Unfortunately, for some reason, the myLA311 doesn’t seem user friendly. I’m making it less confusing for you with these simple steps on how to report it through the phone App. The more you use this app/site the faster you get at reporting anything.
- Create a “Service Request”
- Select “Illegal Dumping Pickup”
- Select “No”, unless you know the person and want to report them
- Select “I’n not sure”
- Fill out the location, contact info, photo (optional), and any comments and hit “Submit”
That’s it! You did it in 5 simple steps, now report away and let’s clean up our neighborhoods!
